NYC Mayor Zohran Mamdani announced he will sign two executive orders designating September 11 as a Day of Remembrance and Service. The first order mandates a moment of silence on September 11 honoring those killed in the attacks and those who suffered health consequences since, and directs city agencies to hold memorial ceremonies, educational programming, and remembrance activities. The second order overhauls the city's emergency continuity plans for the first time since 2007 and establishes a new interagency team to coordinate the city's response and continuity planning. Mamdani's office stated this marks the first city-level action of its kind by a New York City mayor.

Context

The announcement comes as Mamdani, the city's first Muslim mayor and a democratic socialist, faces controversy surrounding his participation in the 25th anniversary commemoration. A petition with over 98,000 signatures, including from some 9/11 family members, calls for his exclusion from memorial events, with signatories claiming he has supported individuals seen as dismissive of American institutions or insufficiently critical of extremist ideologies. Former Governor George Pataki has also called for Mamdani to skip the memorial. However, other 9/11 families and local lawmakers have defended his participation, with Elizabeth Miller, whose father was killed in the attacks, stating the focus should be on the world 25 years later and that Mamdani should be allowed to honor victims. City Council Speaker Julie Menin called efforts to exclude him "absolutely inappropriate" and warned against politicizing the commemoration. Mamdani has stated he will "proudly honor" families and survivors at the commemoration.
