What happened

Republican Thomas Ross was arrested on Wednesday and charged with conspiring to distribute a controlled substance after prosecutors alleged he attempted to frame his primary opponent Louise Secker for cocaine possession. In June, Ross allegedly provided his former campaign manager with a bag of cocaine and Adderall, and the two devised a plan to stash the drugs in Secker's purse or vehicle. Text messages and recorded conversations show Ross asking for updates on the plot and instructing the staffer to proceed when an opportunity arose. The Joplin police department alerted the FBI on 30 July to the suspected public corruption scheme; the next day, federal agents provided the former manager with a covert recording device. Ross defeated Secker by 33 votes in the August Republican primary for Missouri House District 161.

Context

The alleged scheme appears designed to eliminate Ross's primary opponent through criminal framing during a competitive race where the incumbent is not seeking re-election. The narrow margin of Ross's actual primary victory suggests the race was closely contested. Missouri Republican party chair Peter Kinder called for Ross to withdraw from the race, stating that while Ross is entitled to due process, the circumstances of his arrest are serious and the district deserves a nominee who can focus on earning constituents' trust. The involvement of federal law enforcement and covert recording indicates the matter has been treated as a corruption investigation rather than a routine drug case.

What's disputed

It remains unclear how Joplin police initially became aware of the alleged scheme. It is also unclear whether the former campaign manager will face criminal charges.
