Missing Page 25 of Army's 1983 Gateway Process Assessment Remains Elusive
A declassified Army document on consciousness research and out-of-body experiences has been missing a page for an extended period, with repeated FOIA searches unable to locate it.

What happened
A 29-page 1983 assessment by LTC Wayne McDonnell analyzing the "Gateway Process"—a program involving hypnosis, holograms, and out-of-body experiences—was obtained by The Black Vault through FOIA. Page 25 has been missing from the document for an extended period. Between 2021 and 2024, The Black Vault filed multiple FOIA requests: the CIA reported losing one request and stated in December 2023 it could not locate the page, directing the requester to file with INSCOM. In February 2024, INSCOM responded to a new filing. The Global Architect Institute later published what is believed to be page 25, though the FOIA effort to obtain the official accompanying copy continues.
Context
McDonnell's assessment sought to place consciousness research and out-of-body phenomena on a scientific foundation, drawing on biomedical models, quantum mechanics, and theoretical physics to explain how brain hemisphere synchronization techniques function. The extended absence of a single page from a declassified document raises questions about completeness and archival integrity across multiple U.S. government agencies, though the page's contents appear to have become accessible through other means.
