Russian satellite conducted unusually close, non-consensual rendezvous with U.S. commercial spacecraft in low Earth orbit

Kosmos 2612 maneuvered to within meters of ICEYE-X36, a commercial Earth-imaging satellite that provides data to Ukraine, marking an escalation in orbital activity between Russia and Western space assets.

What happened

Between October 15 and October 19, the Russian satellite Kosmos 2612 conducted a close approach to ICEYE-X36, a commercial synthetic aperture radar spacecraft operated by ICEYE US. Satellite trackers reported the spacecraft may have been separated by only a few meters at closest approach—significantly closer than previous Russian inspections of U.S. reconnaissance satellites. Kosmos 2612, which launched in April 2024 alongside five other spacecraft, was part of a fleet where four members including Kosmos 2612 had maneuvered in May to enter a co-planar orbit with ICEYE-X36, a fuel-intensive maneuver that reflects deliberate operational planning. ICEYE-X36 is one of approximately 80 ICEYE satellites in low Earth orbit. At least some ICEYE satellites provide imagery to Ukraine, and ICEYE signed a contract in January 2024 with Ukraine's Ministry of Defence for this data-sharing relationship.

Context

This incident represents an escalation in non-cooperative orbital activity in low Earth orbit, a domain historically dominated by Russia's operations in geostationary orbit. Russia has previously conducted uncooperative satellite inspections—Kosmos 2543 approached a classified U.S. National Reconnaissance Office satellite USA 245 to within 19 miles in January 2020, and Kosmos 2558 approached USA 326 to within 43 miles in August 2022—but the approach to ICEYE-X36 was dramatically closer and targeted a commercial asset rather than a classified military satellite. Experts suggest Russia's motivation may include assessing ICEYE's imaging capabilities, attempting to interfere with its sensors or communications, or demonstrating military capability in a domain where Ukraine cannot respond. The broader significance is that space is becoming an increasingly contested domain where Russia and China are challenging U.S. dominance in orbital operations, with direct implications for Ukraine's battlefield awareness and the security of commercial space infrastructure supporting military operations.

What's disputed

The specific purpose of Kosmos 2612's close approach remains unknown; possible explanations include technical intelligence gathering, active interference with the satellite's sensors or communications, or demonstration of military capability. Uncertainty also exists regarding whether ICEYE-X36 is specifically dedicated to imaging Ukraine or Russia, though Russia's targeting behavior suggests the former.
